Batman HAS worn a kilt.
There is one famous issue from the "old days" of Batman in a yellow one and an special mini-graphic novel called "Batman: The Scottish Connection" in which Bruce Wayne wears a dark one (not enough detail to ID, but seems Black Watch-ish-> called the MacDubh clan).
How is THAT?

OMG, MacWage, at first I thought that was a photoshop job, then realised it was the real deal!
I still stand by Groundskeeper Willie:
"Thare's nary an ainimal alive that can ootrin ah greased Scotsman"
"Ach! Back tae the loch wi ye, nessie!"
"If elected mayor my first act will be tae kill the hail lot o ye, an burn yer toun tae cinders!"
"A wis wrastlin wolves back whan ye war at yer mither's teat"

I was just thinking about this myself. I think there's a very good reason you don't see many kilted superheroes (aside from the fact that their creators most likely aren't kilt enthusiasts) and it's really quite simple: Between all the flying, acrobatics, rope/web swinging, and high kicking action, it's gonna be pretty hard not to get a view of their secret weapon. And that would require some rather tricky angles to avoid it, and would still make it look silly when you know others have a clear view.
And if we do see it, they obviously have to put them in underwear which would be silly, or tights which would negate the need for a kilt.
Even without this, the people making the decisions would probably dismiss the idea because they don't think it would be taken seriously.
However, I could see it being done on a show like heroes, where no one wears the tights and most of them don't do all that flying and jumping and martial arts.

Olympic Kilting
The late Bill Travers featured as 'wee Geordie' in the famous 1950's film of that name. He played the part of a young athlete from hicksville (Scotland style) who ventures forth in the big wide world down under to participate in the Melbourne Olympic Games.
Despite the evil and condescending British Team bosses turning up their nose at his kilt and trying to put him in some kind of trousered outfit, (cue much disgust back in the village) Geordie stays firmly with his kilt and says no to mug misery.
If I remember rightly, Geordie arrives in Oz and soon finds himself suffering from homesickness and big city temptations (beer and girls I think but I could be wrong). All seems to be lost until the final reel when a combination of kiltedness and an invocation from his girlfriend to 'come away Geordie', despite her being thousands of miles away and cell phones not yet having been invented push Wee Geordie's indefatigable spirit to spur him on to victory in the 'pointless throwing of heavy things' event.
Needles to say, this is a good thing and results in much celebration and lubrication of lots throats back home with lots and lots of whisky.
The power of the kilt !
Surely a kilted hero !
