Looks fine to me. I'd prefer a different color shirt, like charcoal grey, but the black works.

I think an open collared casual shirt looks out of place with the PC and waistcoat, as it would with a tuxedo jacket.

Sadly the red carpet has seen its fair share of open collars as well as unfolded French cuffs hanging out of the sleeves when wearing a tux, its more about fad than tradition in Hollywood. That being said I think the look would be better with a lighter shirt, probably one of the grays from his kilt.

It pleases many people in this forum that Butler has a kilt on; however, if he's going to wear a kilt, shouldn't he put more of an effort into doing it properly? The open shirt with the Prince Charlie bothers me, as does the fact the apron isn't pressed. His kilt seems a wee bit long, but this may just be the camera angle.
David Tennant, on the other hand, looks very good. Yes, he really should have left the belt at home; however, this is so commonly done in formal wear these days and his overall look is very traditional and respectful of his Scottish traditions. As for the sporran, it is probably just his own preference in wearing it lower, which I personally do not see as mistake.

It's Hollywood... it's the red carpet... there is no faux pas. No sense foaming at the mouth about his misuse of a PC.
