Re: How to make a stiff kilt softer
What material is your new kilt made of? From which mill?
It shouldn't be that stiff if it's 100% pure new wool or worsted wool, no matter what the weight of the fabric is. All of my kilts are made of heavyweight, 15-16 ounce kilting fabric from Lochcarron or D.C. Dalgliesh, and they do not feel like a new pair of denim trousers.
However, a kilt will indeed 'soften' over many years of wearing, but never to the extent that it feels like your wearing a pair of silk knickers!
Cheers,

the OP said it is made from cotton.
Put it in the dryer with tennis balls. Use a cool setting or just air.

I was under the impression he was comparing the material of his kilt to 'cotton stiff jeans,' and not that the kilt was actually made from cotton.
A kilt made of cotton? Really?!

Cheers,
There are lots of kilts made out of cotton, : denim or canvas is usually cotton based, and that isn't even thinking of the ones that I make out of upholstery cotton!so it's not unusual.
To the OP, the kilt will soften in time, try what Canuck says, that should work, but keep wearing it and using it, and that will help a lot.

Thanks Paul. I have seen denim and canvas before, but not kilts made of cotton. I would be so scared of shrinkage!

Cotton fabric is pre-washed before sewing; but then there is its infinite capacity to wrinkle! Poly-cotton blends are highly recommended, but sometimes hard to acquire from the local fabric store.
Here's a cotton kilt from Buzz Kidder:
