30 - 40 Deg Heat
I have kind of given up wearing a kilt in these temperatures because the hose is too hot and often so is a shirt, and at 59 I don't have the physique to wear a kilt without some kind of top on. I'm not sure just a kilt and sandals would look right, though I wear shorts and sandals. What are your thoughts on wearing kilts in such heat?

Why not wear kilt and sandals? I do not know a least reason for not wearing sandals with a kilt if the weather is hot. At least I do it. It feels right.
If people did not sometimes do silly things, nothing intelligent would ever get done.

That might be same kind of a question than is it right to wear socks with sandals. Some people think it is utterly wrong and others wear socks thinking it is practical and totally right.

I do understand what you are saying, at 30°c-40°c an 8 yard kilt would to my mind be simply too heavy. In fact earlier on this year I was wearing a 4 yard kilt in about 27°c weather for 2 days. I suffered from a heat rash that was rather uncomfortable. As for a kilt with sandals I admit I have done it once in extreme heat but do not like the look either. Wear the kilt when you think it is appropriate, in your own area of the world.

I have a 5 yard kilt for warmer weather, it's wool still though so can be uncomfortable, a belt is out of the question, I think I'll have to wait until it's cold again, around 16 Deg.

Ditto, comfort comes first. I frequently wear sandals most of the time, both with and without hose, depending on weather and whether indoors or outdoors. Granted I'll always wear hose for a more formal look, but casually, sandals, kilt and polo or tee is ideal.
If you are going to do it, do it in a kilt!
