I've seen that before, the particular colouring of Fraser where at distance the green sort of blends in with the blue, and the effect is of a blue tartan.
Here's the one I've seen, the Hunting Fraser worn by Boghall and Bathgate. At a distance one might say "see that band over there in the blue kilts?" One wouldn't know that the green and blue stripes are equal in number and size.
But your band there, I think, is wearing this Fraser, which I think is the pre-Allen Brothers one.
