I haven't decided on a fabric yet but for the sake of this discussion lets assume a solid color fabric. Although, I may actually go for a tartan on this one since wool is so nice out in the woods. Is there such thing as making the these first pleats too deep, assuming a solid color fabric?

Yes - you don't want to make it too deep. You don't want the deep pleat coming more than about half way to the center of the apron. Remember that the inner fold will go all the way to the top of the kilt, and, if the kilt has much shaping, a really deep first pleat could actually extend close to the mid-line of the apron at the waist. That would be weird. And there's really no reason to make the first pleat any more than 4.5-5" deep.
