Military Rolled Box Pleat Alterations

My new kilt is also one of these Royal Reg't. kilts. My old kilt (now sold and living in Canada) was an old Cameron Highlander's kilt that I altered by taking out the lining, cutting it down, stitching in a new stabilizer, moving straps, etc. This is much like what Mr. Ashton explains above. I have been tempted to do the same with my new kilt as it seems constructed much the same and has a rather high rise. Currently, I am holding off that temptation and think I will leave it as it is.

Unfortunately just moving the straps down will not make the kilt fit correctly, the top of it will still be too tall. Our band does not use jackets as you can see from the photo below. If the top of the kilt is left that long it will show over the shirt.

The only option that I can come up with is that it has to come off from the bottom. But then it will have to be hemmed and I don't think that will work with the rolled box pleats. The last new one came in today, exactly the same 27" drop on it.
