I figure that the price of kilt hose has to do with the quality.....Premium hose cost more than the economy types. But, what's the best price you've found for colored hose?
I just bought a couple of pair of cream hose (wool blend) from SWK. Well, I bought one pair, was impressed, and ordered another pair (on their way.) $11.00 pr. Not bad I thought.
they sell the 'gaelic themes' brand which are good quality IMO , for about $15 US.
I think Lochcarron hose are the best, but they are $21 - $25 depending where you shop.

I think you get what you pay for-I have bought some from Brewin Off E-bay & they are ok (£3.99) for day wear. The best I have bought were from the tartan shop at Gretna I paid £16 for them
I know USAKilts has hose for $20 a pair and no extra shipping. I'm not sure of all the colors they have in stock though.
