This corner is so named because it is reserved for pipers who wish to Busk. You know, grab your pipes, lay your Glengarry at your feet, and play away, hoping tourist will drop a few coins in appreciation.
Almost any sunny day (and a few rainy ones as well) the skirl of pipes can be heard over the traffic and roofs of my adopted city.
Hardy surprising... Victoria is the most British city in Canada.... hence the abundance of double-decker busses!

I always wanted to have afternoon tea in the Empress Hotel and the idea of having it to the skirl of the pipes across the street makes it even more appealing!

...so the idea is that if you give the pipers enough money they will go far, far away? I can think of a few folks who'd consider that a good investment...
