Further, should he continue to believe that "if it's not tartan it's a skirt" I suggest that he tell these chaps that: http://www.royalirishrangers.co.uk/uniform.html

So he started out by not knowing the difference between a tartan and a kilt. I can think of two other things he may not know the difference between.

And why do I know this "friend" wears pants? (Please don't flame me because I used the "p" word.)

While a kilt is technically a skirt, it is a skirt designed for and worn by MEN. (no offense intended to any kilt-wearing ladies out there)

The same as the jeans he is (presumeably) wearing. Except that they are men's clothing only because the tag says so.

Because the kilt is not a costume, it is a garment.
Sounds like your buddy is getting a little too uppity about clothing. You can point out equally silly fashion "rules" that he may be unconciously violating: wearing white shoes after Labor Day, wearing dark socks with shorts, mixing stripes and patterns, not matching his belt color to shoe color, wearing a adjustable pre-tied bow tie with a standup collar shirt, etc.

The fashion police are out there (and self-elected).

Now, If I could only get my hands on one of those Kilt police badges . . .

Tell your "Kilt Cop" friend that fashion has always been changing and evolving. Never stays the same. Current fashion is always on the edge of the envelope and beyond.

The only rule is there are no rules.

The only thing constant is change.

Some friend....I'd probably loose my common two word response to shaming messages were those comments directed a me.

Kilt on, any way you please.
