Depends only on the image she wishes to project. No other rules apply, since "tradionally" the kilt is not a female garment. If she chooses to wear kilt apparel, she has already "broken all the rules" so how can any of the other rules apply?

Agreed on the point of all rules broken...and an additon here...I saw a gal in a pair of these (they were a steel/brass mix though-didn't have my digicam at the time) maybe 7 years ago at a renfaire, along with a kilt looking "thing" (it was plaid, and around her waist). Methinks they would tear up floors though.
