If the pattern is uneven, wouldn't that mean it was homemade? Would it be from a loom or do they do it by hand?

It was done by hand - a hand-loom. One cannot plait or somehow fold yarn to make tartan cloth.

I've got it- This is all a prolonged and cruel joke, and it's actually taken from a plaid shirt that you got from a charity shop.

...am I right?

Heck- Is it the end of a tie that used to keep a kilt closed? Or that tied back some tartan drapes?

I'm grasping at straws, here.
