I'm beginning to suspect it was not a tissue.
These are individual white fibres, quite short, but distinct fibres. They are firmly enmeshed in the nap of the fabric.
The effect is not unpleasant - now it has dried, it could be a sort of fancy fabric,
Having shaken it and preened the pleats I seem to have a perfectly acceptable grey kilt - I even have several tee shirts to match.
Yes - deep breaths - I can live with that, there is no damage done to the structure, it just looks different.
All I need to do now is to make a new black kilt.
And apologise for the strange transmogrification of himself's shirts.
