Usually i say "no way, I have a warm top on" (be it a woolie or a coat).
To those who are more interested i explain that a kilt is a very warm and comfortable garment.
My usual response is "How could I possibly be cold wrapped up in 8 yards if cloth? The response is often "That much?" which starts off a nice conversation.
