I would go with a kilt upgrade and get the accessories independently. USAKilts semi-trad for $219 in PV, or a Burnett's & Struth 4 yd wool casual for abt $200 (both XMarks partners) or if you are in the UK, another of our partners, ScotWeb has a wool casual at about the same price point. My B&S casual is normal kilt waist, not low.

My 2 cents. I like the kilt to have straps and buckles. I know some folks like velcro.
