Actually, the B&S casual kilts are sewn with a "traditional" 3-buckle/belt support system. USA Kilts casuals have a Velcro closure system (but not the Semi-Trad). It works fine, however, and is easier to adjust "on the fly", so to speak - like if you want to let the waist out a bit for sitting down, and then cinch it back up, when you stand up.

Given your choices, and if all else is equal, I would simply select the material you prefer, or you think you will prefer, and go with that. IMHO you can't go wrong either way. Good luck on your decision.

Thanks for that point of clarification. Given that, I'd agree to get the material you prefer (which for me is wool).
