"Heritage of Scotland" is the house tartan of the Heritage of Scotland chain of shops owned by the Gold Brothers so if you wanted that tartan you would need to deal through them. Heritage of Scotland tartan is often worn by members of the Tartan Army as it is one of the tartans available in Gold Brothers' budget range. Gold Brothers do come in for much criticism for the volume merchandising of "tourist tat" but you get what you pay for and there are different qualities of kilt within their range so there's no harm of enquiring of them as to whether a better quality kilt for formal wear is available from them in that tartan. Be sure to specify "wool" and not "acrylic" and don't settle for anything called "acrylic wool" if you want a quality kilt for special occasions.
The Heritage of Scotland is actually quite a nice tartan. I once owned a budget kilt in this tartan. I gave it away to a young lad who had not much money and wanted to wear a kilt for his wedding. I warned him it wasn't really up to the quality for wedding wear but he was planning to marry in casual rather than formal wear.
