I've ran into some slobs that are pretty smart.. Even smarter than me. I know it's just clothing that doesn't mean anything when it comes to the characters and their intelligence.
I hope that clarifies the difference meanings of dress smart, and look smart in a kilt. 
That's "rich white guy" smart. I know what you mean, you're not referring to intelligence.
How about Hispanic gansters? They don't dress like you do. But they do "dress up"....it just doesn't look like you and me. Just because they don't look like you and me does that make them "slobs"? That word "slob" is really loaded with all sorts of judgement and bias.
See, 'cause they think you and I look really stupid in our ties and ironed shirts and little plaid skirts.
