I once bought a kilt direct from Pakistan. I had no problems with either the service or the kilt, which is quite good quality. It isn't wool, but it's woven in a worsted weave, so does not exhibit the 'pilling' often found with acryllics, and it seems to actually be an 8yd kilt.
However, whilst the $30 I paid for it was unbelievably cheap for the quality, be aware that airmailing a kilt to the US from Pakistan also costs $30, so it really cost me $60.
