Well there are two questions
1) does something work, does it hold things?
2) does it look like a sporran?
About the item linked to, #1 yes, #2 no.
One can fasten any sort of item onto a kilt, but there are things designed and made for kilt wear, kilt pins.
One can wear any sort of pouch, bag, or purse, but there are things designed and made for kilt wear, sporrans.
Since purpose-designed kilt pins and sporrans are available I'll wear those, of course it's a personal choice and people can wear anything they choose.
