The kilt pin supposedly goes back to Queen Victoria helping out a poor Highland guard who was flapping in the wind. So she used a broach or hat pin to secure the gentleman. Nowadays the pin is purely ornamental and only pinned to the outer apron. Pinning it through both makes the front hang funny and you risk a tear if it gets caught on something.
