I'm certain that the kilt is Cameron of Erracht - I'm a little less sure of the plaid though. I'd bet money that the photo was taken from a bus window, and that the piper is a Traveller and a former Cameron Highlander busking for the tourists. 'Traveller' (most get upset if you call them a Tinker - I don't see why, although the term only really applies to those who work in metal) pipers used to be quite shambolic in their dress.
While I was sorting my letters one morning a few months back a fellow 'Postie' (lettercarrier) handed me a postcard of a 'Tink' busking with his pipes, saying 'that looks like you' - it was my Great-Uncle John, who was the last of our family to 'follow the cart'. the photo must have been taken in the early '50's....and I wouldna care to tell him to his face, but he looks like a loosely-tied bag of laundry in the photograph...
