I'm not sure about the rest but I believe they are restricted and not available to the public. In fact I'm pretty sure that they are so secret that it is illegal to publish them in Tartan books.
I did hear once of a weaver who had his kilts taken away for weaving cloth in that last tartan shown. It was reported that he said it was a "fate worse than death!"
