The kilt billowing out while running could act much the same way so that as the runner "zigs" or "zags" the bull will remain locked onto the trailing tartan, therefore providing the runner a few extra inches of buffer from the impaling points of Los Torros.

standing to one side behind a cape is one thing, but dead centre behind the kilt is, er, umm, me. Not a lot of room for deception.
Remember the fear factor of a kilt is based on running towards your opponent: running away, it looks kind of, well, not intimidating.
On that red cap: guy got off light compared to what Hamish will do when he see it, Ha.
