I'm 5'10" as I said above and the 24" fits fine on me.
If the top edge of your kilt is center navel, I think you should be able to come up a little. I think I wear mine about an 1" over my navel and it falls at the top of my knee cap. Having the kilt up that high will feel odd at first but it won't take long and it will feel just right as well as look right.

The 24" length can look odd if you try it on without a belt or with a very narrow belt. You'll put the kilt on and all you will see is 24" of tartan that will make your upper body look short and stubby and your leggs hanging out the bottom look even shorter. As Doug Henning used to say, "It's only an allusion!" . Put your belt on and sporran and that will balance everything out visually. "Looking good Lewis! Felling Good Billy Ray!"
That just may work for me, then.
And, yes, I do feel my wide belt & sporran help balance things out, a bit.
