Kilted Superhero?

Other than the Batman issues mentioned previously, I'm aware of one supervillain who is always kilted -- Kim Possible's enemy, Duff Killigan, who wears a red and green great kilt, and uses explosive golf balls as his primary weapon.

Another "scottish" villan is "Fat B@st@rd" from the Austin Powers movies... yes, not exactly on thread here, I realise... for starters, he doesn't wear a kilt, and he's gross, and the movies are .... in questionable taste.

But the character is supposed to be Scottish.
