If given instate it almost always means nothing (a friend's wife got him declared a Col for his birthday a couple of years ago, and all it took was finding an existing Col to sponsor him).

It does vary, I recieved mine for my work with the legislature and in my community on behalf to the Home Builders Association and as a volunteer, actually got it BEFORE my friend was elected Scty. of State. But yeah it has gotten kinda watered down over the years, I do like to think I "earned" mine. Thats my story and I'm sticking to it!
