It makes sense to me. I think it's partly a comfort issue, the more comfortable you are, the happier you are. Partly because those willing to wear a kilt are willing to step fairly far outside of cultural norms.
It also goes with my pet theory that expansionist cultures are driven too it by the discomfort of wearing pants.
