That surprises me! I LOVE to wear dresses and skirts- any excuse is great for me! Especially in summer, when the less clingy clothes you have, the better! Much cooler than pants. The girls I do know who don't like dresses say that it is because they are self conscious about their legs. Most girls these days don't wear hose or tights anymore, so that's not an issue. Though I hated hose as a child!
Random story- When my mother was in high school, they wouldn't allow the girls to wear slacks or pedal-pushers, but mom remembers her dresses being so short, she had to tug onthem to have something to sit on! A lot of sense that made!
As far as which is more modest, it definitely depends on the cut- jeans can look painted on and skirts can be WAY too short! I guess it all depends on the woman and her preferences!
I can definitely see though, why men like kilts, such freedom! Though, I could NEVER go bare under a dress or skirt! That's too much of a breeze for a lady I'd say!
