Garter ties length
I ordered in a set of Garter ties and they seem to be a little excessive in length. I don’t recall having an option in size. I admit that my legs are considered quite skinny. Like that of a Thorough Breed. I watched the video on how to tie them and I have a lot of excess with one wrap and a bit lumpy if I tuck them in order to shorten. What can be done?

I don't know if this will work but can you wrap it one more time around your leg? I have a pair also that wrap one and a half times around my leg. So they are either too long or too short.

The best answer I have found is keep fooling with them until you are happy.
I try to make mine look as much as possible like the Duke of Rothesay's, say 1/2" to 3/4" of fringe only showing, and overlapping so it looks like one widish piece of fringe sticking out from the hose.
I spent a bunch of time searching, had to figure it out myself, and then my next pair of garter ties came in a different length than the first pair. By two inches.
Just keep fooling with them. If you have a target you will eventually hit it.

If they are wildly too long, you could always shorten them. If you think that they are 2" too long, fold in half and run a stitch 1" in from from the fold. In effect 2" have been used up. A bit of trial and error and you will know exactly how much they need shortening. Do not forget that they will stretch in time as well.

The garters ties we sell come standard at 36" which we find works well on most men. However, the truth is that men (and their legs) come in all shapes and sizes! That's why we sell the XL 44" long ones to accommodate men with tree-trunk calves. However, we tend to forget about the men with skinny legs!
If you can't get them tied to your satisfaction at their present length, we do have some garters in the shop that were mistakenly made too short that we currently have on our sale table. You can give the shop a call at 1-866-898-1192 and ask what colors are available.

If your garters are just too darn long, I would be happy to do you the favour of giving them a new home. 
I recently got some castellated hose and had to get real tying garters for the first time.
I got some ordinary Shooting Socks garters and on my 18" hamhocks I could only do a plain knot- not enough garter to do bows.

Tie them just a little lower on the calf. It will be thicker by a significant amount and there will be more hose top to fold down over them. See if that doesn't work.

I believe the fringe on these garters is just stitched onto the end of them. You probably could shorten them by removing that fringe from one end carefully, cutting off as much as needed from the garter, refinishing the edge, and resewing the fringe on.
Just a thought.
