Military Box Pleats: how much "excess" to cut-out of the fell?

Do you attach the elastic to the apron edges? Seems like that would negate the purpose of the deep pleat and inverted pleat.

I've read that thread several times. Didn't remember it saying if it was attached to the apron edges or not.

no, it is not sewn to either the deep pleat or the reverse pleat ( or the aprons).
