Instead of kilt, think kilt JACKET. Remember when you were very young and had a pair of mittens on a string that was threaded through the sleeves of your coat. Well this is the same thing - but for adults.
The cord goes through the sleeves and the fur squares hang down at the cuff, always to hand and ready for use.

Yes that does ring a bell! Can hands fit into the fur?

If the pieces of fur are about an inch square then it reminds me of something a neighbour used to wear. 'The Captain' was a very nice ex military man who had retired and lived around the corner from me. He was a piper (I forget which regiment) and sometimes wore his fully formal rig with plaid when going to the balls.
He had something that looked similar to a bolo with fur on the ends which he used for tying off the plaid on the shoulder.
If not that, I have no idea whatsoever.

So, maybe I had it in two?

It sort of reminds me of military hat cords that were looped around the brim of a hat (you can google them) perhaps the most familiar ones were on U.S. Cavalry units in the 19th century.
Just a guess.

I'm not saying anything, but it looks a bit too similar (although partial) to this...What was he thinking wearing this with the kilt?

I'm surprised you people haven't figured this out already.
They're potholders for removing really small blancmanges from the oven. Clearly.
