    It really depends on the "rise" as to how much fabric/waistband shows about the belt. Most makers today allow the rise to be about 2" , so that usually means that the waistband part of the kilt ( plus a little extra + or -) is above the kilt belt.
    Old kilts, especially military ones for example,will often have a much higher rise, so that will mean that there is a lot more kilt showing above the belt

    It depends on the kilt. On my 16oz wool tank it sits about a half to 1 inch below the top with a kilt length of 22 inches. But on my casual 5yd polyester it sits right at the top with a kilt length of 21 inches. Casual kilts tend to be at the waist whereas a traditional tank would have a small rise above the waist but not as much as a military.

    I use the belt loops at the back of the casual to stop the belt riding up when I sit, but not on my tank, as it does not seem to need it.

    Also, I do not wear a belt with a waistcoat/vest.

    I have been told to let a portion of the top of the kilt show, also. I refer to an article written by Matthew Newsome where he discusses this same question.     It seems fairly standard practise not to wear a belt when wearing a waistcoat, sweater, or anything that would cover the belt area. I think it looks best that way.
