Jock, the hazard placards and the warning markers front and rear are only required when carrying pre-defined quantities of substances identified in the various regulations for carriage of Dangerous Goods by road, sea or air - so in this case the tanker must be carrying something. The volume required to trigger the display of placards can easily be less than that required to lower the trucks other axle.

If I could find the blooming photo on the original website I might be able to enlarge it and satisfy my curiosity!
