I think they are true kilts because it appears they have strap holes for the second buckle and lining. I'm guessing that cut-outs were done to prevent the hip area from being too bulky. Yes?
The first kilt I made for myself was sewn just as if for a man's kilt. But I regret that I made a 2" rise, and it's too bulky and bulgy at the waist. I need to re-make it someday.
The way your wife's kilt tapers at the waist is very nice. It looks like the straps are immediately below the waistband and that's great.
