Ok people, I believe the OP was asking about underwear and not pants.
And this topic comes up often enough...
Wear whatever you like, as long as it's not visible.
(BTW, Pugcasso, if I'm wrong about the question, I'm sorry)
P.S. I've been out at -36 and it was fine. Then the wind showed up...

A School Girl wearing a Kilt and tights, may be fine... BUT a man in tights and a Kilt would look like a costume to me. He would not appear to very "Manly".
In my humble opinion...
I would suggest... Don't do it!

A couple years ago in the "Kilts in the Media" forum we had a controversial thread that depicted a hip-hop/rap artist wearing a kilt paired with black tights instead of the standard hose. It was certainly not well-received by the rabble... Not that I care -- I rather liked his look but then again, I am a serious advocate for the edginess of fashion. If fashion can't be edgy, it loses its purpose, which is to inspire, change, and re-invent the way we look at clothing.
As for trousers under a kilt, I also do fail to see the point... If it were skinny jeans then maybe... MAYBE you could come up with something that could work in some context. Try it & see if you are so inclined... I've often tried on various combinations of items at home just to see how they might look together. Sometimes it works, sometimes it doesn't.
My biggest concern (aside from the overall look being a bit odd without adding anything that interesting) would be a battle of waistbands. For me it would feel quite odd and probably rather uncomfortable to have a kilt sitting up high on my natural waist, and to have trousers sitting down low, closer to my hips.
On the other hands, leggings or tights would certainly work... BUT because people are so used to seeing women wearing skirts and dresses with this type of legwear, it would appear just too odd to compute unless it were fashion week in New York or Paris and you were at such an event. For everyday wear though, I just can't see it at this juncture of western societal development.

That's what I thought too, But he mentions knee length or shorter.

I remember that thread, what really got to people was that he was wearing tartan flashes over the thights. White elastic bands and all....

No...I was asking about trousers.... pants... the "two-legged long kilt" haha . my ideas was basically like pants tucked into socks and having leg-wrappings or windings like the anglo-saxons/Vikings
It's just a concept.

I think, though that I'll just explore the idea of a long knee-length tunic, pants and leg-windings.
Personally, at present I have no actual hose.... I can't afford any right now but will get some (soon hopefully) ....so I've been using these long black and bronze scarves as leg wrappings and then my long laces going up my calves to hold them in place - sort of like how I've seen the viking / anglo-saxon way of doing things)
But really, so far, it's getting near 0 degrees at times and I only find my hand get cold.... I imagine a kilt won't be too cold on most winter days.

No hoses, PM me I'll see if I can accomodate you....
And if you think about it, having about 20 ft of wool around your waist is a whole lot warmer than a pair of jeans.

...in fact, see if you can bring it back as a modern fashion, because if you can, I'll be the first to hop on that bandwagon; aside from a kilt, nothing modern can get close to the coolness of the above.

If you want to know what trousers and kilts might look like, maybe I can help.... The Japanese women often like to wear jeans underneath their miniskirts. It really is sort of a "what's the point?" kind of look.... Like when a toddler pulls out every piece of clothing out of their dresser and tries to wear them all at once in ridiculous layers...
But the the Japanese sense of style, the mini is there to provide "cuteness" while the jeans are strictly utilitarian (and thus need cuteifying). ![](http://img809.imageshack.us/img809/3910/3987.jpg)
To me it just looks redundantly superfluous.
I appreciate playing with looks and styles and fashion for its own sake, but if you do need hose and don't have any, there are many inexpensive sources... A Google Shopping search revealed this when I tried it:
