I will casually mention here that if you throw at the Games, it is important to keep your knees warm. It is VERY important to keep your knees warm both from a performance point of view, and also from a "let's not get hurt" point of view.
AND so...it's not uncommon at all for athletes to wear tights AND neoprene warming stuff under their kilts. As such, I'm happy to provide some pictures.

I think that should clear up any thoughts about wearing tights or whatever under your kilt, and being something "sissy".
I'll tell you here and now that if I were going to throw in cold weather I would not hesitate one second in putting on medium-weight polyprpylene long underwear under my kilt, and wrestling a pair of sox up over it. Not for one nanosecond.

No need for trousers under your kilt even in a Canadian winter. Here I am in Toronto a couple of years ago. Of course the wind and conditions in the maritime provinces is different than here. I was wearing a tweed jacket and a balmoral, however I took them off as I was too hot. To be fair I'm wearing a 22 oz Wool 8 yard kilt. I've dressed similarly in as cold as -40c and while I would not go for a walk in such conditions I was warmer than those in jeans.

You really don't need longjohns or anything, unless you are an athlete but rules make you wear something underneath anyways.

Dancers too - dark or toning with the tartan briefs are de rigueur in any company other than all men.
I have been considering leggings for riding my bike in this coming winter. It would make popping along to the Post Office or supermarket a lot less of an ordeal - the wind fair whips along the main road and even if the pleats are kept under control with a scarf, frostbite often seems a distinct possibility. Walking is a lot warmer - but these days it is a lot slower.

Honestly, I think y'all worry WAY too much about stuff like this.
If it's cold, wear what you need to get warm. If you want to wear a kilt over a pair of flannel pants, hey...it's your life. Strap on what you want.
I'm not sure why this is so complicated.
