If this is, more or less, a Dress Blue Jacket, I do nor see how it can be modified into a Sheriffmuir. It looks like a PC at first glance.
A Sheriffmuir is a totally different style. It has a high collar and the jacket meets at the neck. It comes straight down from the collar with no lapels to the waist, which is straight round the body. From the waist hang the four Inverness taches.
Sorry, but this looks nothing like a Sheriffmuir.

The jacket you are referencing is is an Enlisted Marine Evening/Mess Dress Jacket. I believe what the OP is asking about is an Enlisted Marine Dress Blue Blouse, like this:

There are several companies offering kilt doublets which are designed with LEOs in mind. Perhaps that's an option for the OP:

The Dress Blue jacket are made of midnight blue gaberdine wool material, if I'm not wrong. Same as the USMC mess dress.
Wouldn't it be kind of defeating the purpose if you were to go all the way to de-militarise the blouse by removing the piping, pockets and buttons etc. It would make it indistinguishable from any generic military-cut tunic, even a civilian one.

True, but wouldn't it be just as worthwhile as to use a more understated stand-collared military jacket? The British No. 1 patrol blues spring to mind.
Given that you could also sidestep altogether the issue of 'dishonouring' the USMC uniform as was raised earlier in the thread.

Our current enlisted dress blue coats are 58% Polyester 42% Wool. Buying from a surplus store you never know what the age or material is but the above mix is what they have been made of at least since I've been in.

Mine was also wool gabardine, but I don't know when it was made (bought from a fellow jarhead when he was getting out). The mess dress jacket tag reads 100% wool. I don't remember when they started with the wool poly blends, but I think it was in the late 80's/early 90's. Don't hold me to that though. I know our greens were poly blend for summer wear, wool for winter. Then I think they changed to a single wool/poly blend for year round when they started issuing the dress blue.. but that was after I got out. Does that sound right?

Mick, we stopped doing the summer/winter weight uniforms some time ago. I have some of the older stuff, been able to keep it as long as it's serviceable....sorry to date you..hahah

I still have two of the old, all wool. winter weight class As in a cedar chest. Wish I had somewhere to park 'em.
We still wore tropical wool khakis for summer when I was first in, but the cotton khakis were no longer issued. (Wear 'em if you got 'em.) Once they stopped wearing trops in the summer, all I had for a while was the heavier wool trousers, and they were very warm in the summer!
