Mens kilts are marked usually in inches waist size. A womans kilt I would also expect to be measured in inches but mens and womens kilts are not usually interchangeable. That is, a ready made kilt is not really a unisex garment because of the different shapes between a man and a woman
A man has a lower waist to hip ratio (around 4 inches difference). A woman has a rounder figure with a smaller waist and larger hips (around 7 to 8 inches difference)
If the size is marked in size 10 or 16 these are womens sizes and might mean this is actually a tartan skirt so you need a lot more information from the seller. Size 16 is around a bust (chest) size 38 inches and a waist size around 30 inches with hips around 38 inches. A man with a 38 inch chest would expect to have an average waist size of 32 inches with hips of 36 inches. These are "ready made" sizes and not everyone fits neatly into these categories but it might give you an idea
I would avoid these items if the seller cannot make the sizes clear to you
