Not sure how someone imported a sealskin sporran from Scotland. Not saying it didn't happen, but within my uderstanding of the MMA I don't think it was legal to have done. Happy to be wrong on that.
I think the OP got his jacket under exemption 2:

Sealskin jacket = traditional native article. Also hats, gloves, pants and mittens. Sealskin sporran = NOT traditional native (Aleut, Eskimo, Athabascan) craft.
Acquiring a traditional craft from a legitimate native = definitely legal.
repurposing a traditional native craft into a sporran for personal use = grey area
repurposing native craft into sporran for a business profit = definite felony
