Yesterday, I was kilted while attending a football (soccer) match at the University of Portland, in Portland, Oregon. About a dozen students were also kilted, as they belonged to a drum corp based in one of the dormitories. Most were wearing SportKilts of assorted tartans, (a couple of Black Watch, Royal Stewart, etc.), but there was one young man wearing a kilt made from solid purple fabric. Met with several of the kilt wearers during the break between the halves. All were wearing their kilts correctly, except a very sweet lass who had hers on backwards. I told her that her kilt had her going, when she should be coming, and that the apron should face forward. She admitted that her boyfriend had put the kilt on her, and she did not know how it should be worn. The guys in the drum corp had not noticed, (more likely, were not tactful enough to approach her, and tell her). She correctly positioned the kilt, giving me a polite thank you.
After the game, a young kid yelled 'nice skirt' towards me, and a lady nearby responded "It's a KILT".

Much of the time when I get a "nice skirt" comment from strangers, it has almost always been from someone with a very thick accent.
When going to a hairstylist to get my son's haircut, the lady with a thick Eastern European accent said, "That is a beautiful skirt... err... quilt?". I've had similar responses with folks in Tarpon Springs (I have a weakness for Greek/Mediterranean food and Tarpon Springs is our local Greco-American community in Tampa Bay).
The only other time I've been accosted by a stranger, was a drunken fool at a restaurant during a company Christmas party. I very loudly thanked him, in a very exaggerated tone. He shut up fairly quickly.

I attended a wedding on the weekend, and the reception was at an incredible restaurant here in town. My wife has been a little under the weather lately and is coming out the end of a nasty case of flu, and sent me across the road to get some Panadol. i usually have a sporran full of drugs because everyone ends up needing them, but had forgotten in the rush out the door.
I went into the little general store and picked up a packet of panadol, and while heading toward the counter a creature who I'd guess was in her mid thirties, who was accompanied by a couple of her herd-mates, smirked at me and said "Nice dress", then laughed to her friends.
I'd had a few drinks, and given the manner in which it spoke to me, I looked at it for a second, shook my head and retorted with "What's wrong with you? Are you &#*@(!^ demented? It's a skirt you dead#&$%."
The shop attendant burst out laughing, I handed over my money and walked out.
I don't think it knew what happened.
For those who understand, no explanation is necessary; for those who don't, none is possible.
