To my knowledge, there's not a KY Colonels tartan. A search of both the Scottish Tartan Authority ("STA") and the Register of Tartans ("Register") using the keyword 'Kentucky' does not turn anything up.
There is a Commonwealth of Kentucky tartan. Per the STA, it is the State of Kentucky (District) tartan.
The Register also has the 'State of Kentucky' tartan.
I'm sure there are tartans that have been registered by various associations of a similar nature to the KY Colonels. If you're wanting to create one, perhaps the Commonwealth of KY tartan could/should be a starting point, since it is the official state tartan, per Gov. Paul Patton.
