    the OP said it is made from cotton.
    Put it in the dryer with tennis balls. Use a cool setting or just air.

    I was under the impression he was comparing the material of his kilt to 'cotton stiff jeans,' and not that the kilt was actually made from cotton.

    There are lots of kilts made out of cotton, : denim or canvas is usually cotton based, and that isn't even thinking of the ones that I make out of upholstery cotton!so it's not unusual.

    To the OP, the kilt will soften in time, try what Canuck says, that should work, but keep wearing it and using it, and that will help a lot.
