When I was the Executive Chef at a fitness center for a time, you should have heard some of the backlash I got for "limiting" portions! 'Is that all?' - 'Where's the rest?' - 'It's quite expensive for what you get!' You would have thought that the customers had been starving for years at a concentration camp! (These are also the same people who would drive around and around the parking lot looking for a close place to park!)

There's no doubt a psychological element involved there. Some people expect large portions that may be consumed at their option. I've been in restaurants with dieters who actually wanted the opportunity to binge a bit. They order up large portions of the wrong stuff... esp. potato, fries, bread, deserts, etc. then complain about bloat after.
