I really like these instructions as well.

I hadn't seen the Troop7 instructions--but after looking at them, the combination of the two should give you enough information to build him a very nice kilt.

What are your plans for fabric? Many Irish kilts are a combination of greens and saffron (deep orange) or solid saffron. If you can't find any wool or polyviscose and are on a short timeline, check your fabric store for some flannels with greens/whites/oranges.
