The jacket cuffs look about right... we'd have to see a pic with your arms hanging at your side to know for sure. They might even be a tiny bit long, as I prefer to show some shirt cuff at the bottom. I've heard that gauntlet cuffs are difficult (read:expensive) to alter, so it might not be worth it to try and change them.
The kilt is also acceptable. If you hem it though, you could both wear it at your natural waist (rather than the military rise) and have the hem sit at the top of your knee.

Don't forget that the tabs holding the buckles on cannot be seen when the kilt is being worn...the leather strap should cover it pretty much completely. If the tartan can't be repaired, just take it off and mount the buckles using some heavy black cloth. I've even used nylon webbing (use a heated nail to melt a hole for the buckle pin to fit through). No one wil be the wiser, the fix is quick and easy,,,and durable.

Very good looing attire, congrats. Nice looking dog too.
The jacket and vest looks almost as a perfect fit. The kilt looks ok too, but thats a more of a personal comfort thing. If you don't feel comfortable with the high rise you should probably do something with that. If you don't alter it, it will annoy you and you will use the kilt much less.
