Pointing out that someone looks ridiculous isn't the same as being intolerant of it. Anyhow, "sagging" is a result of prison culture, stemming from issued clothes that don't fit right, paired with the fact they don't give those folks belts. The kilt represents hundreds of years of tradition. So there's the answer to the original question, who acts like this. As was said earlier, consider the source, and move on. It's not worth the effort.

You are a very big and scary MOFO. I'm 5/7 and a tip the scales at 150 lbs. I have to rely on attitude and self confidence. I get my share of comments of shitheads.

It's unfortunate that in the age of so much media exposure to countless strange and bizarre sights (not to mention what I consider annoying trends in 'westernized' clothes and fashions that are considered mainstream and "normal" all around the world now), some people apparently have never been exposed to the idea of a man wearing historic attire which is not trousers.
Just the other day , walking up the street near a high school (I neglected to realize that it was the time when school was out), a large group of students was blocking the sidewalk and as I passed through them and said 'excuse me' to get through, I heard the exclamation as I walked by :
"what the hell is that!"
I didn't say a word but not only am I annoyed that they can't make proper room on a sidewalk for a pedestrian but someone has the nerve to say that loudly when I'm just one foot away (amazingly, this type of rude "nerve" is most readily found within groups - but when alone, the perpetrators are silent").
Of course, the problem is that it is always the most loud person who gets heard ... so I don't want to imply that all teenagers or students are like this. Weeks ago, I had one student from that same school come up beside me walking and say he liked the kilt and we had a talk all the way up the street about kilts and some history.
I get far more positive remarks though ... a jogger who said "black watch tartan - I was with the Black Watch for so-and-so many years" or the motorcyclist yesterday who slowed down beside the road and said "nice kilt".
This young man working at a drug store said 'it's so cool that your wearing a kilt' and at the line up at the beer store, a guy carting out many cases (probably to a restaurant or major party) asked me where I got my kilt.
The funniest situation so far was standing at a red light on the opposite side of the street from some girls from a private catholic school ... all in shorter skirts (quite a bit shorter than my 'skirt' haha) with the black watch tartan on! They were kind of looking at me across the street and I could hear one saying "is that the same?"
So you try to sweep the bad aside as merely the result of ignorance and rudeness and keep the good.

I've had the same experience a few times. Some folks are incredibly ignorant. I'll try to ignore it but if they make a scene, my best John Wayne, "Who you laughing at pilgrim?" stare usually quiets them down. ;)

Indeed. I have had the same experience with First Nations folks more than once. The first time it happened, I wasn't sure, but the guy said he was Gitksan--and "we're all jokers." But yes, there's an identification with tribal culture which I find surprising. Anything that connects people in a positive way is fine with me.
EPITAPH: Decades from now, no one will know what my bank balance looked like, it won't matter to anyone what kind of car I drove, nor will anyone care what sort of house I lived in. But the world will be a different place, because I did something so mind bafflingly eccentric that my ruins have become a tourist attraction.

Actually if you look they are wearing belts. It keeps their pants just below their butts. I've had odd stares, but not many negative comments. You definitely handled it better than I would have. I've been in many fights due to my temper and arrested due to some of those. Fortunately getting a little older and responsible calms you a bit. You handled it like a real man should.
