I think it is nothing more than an old English expression, Alaskan. Maybe originating in the Southern Counties of the country. It is commonly heard in these parts - my late father used it a great deal, as do I, and Graham came originally from this area (many, many) years ago! All three of us were born in Portsmouth/Southsea, so that could have something to do with it.

It is also used to express surprise, as in: "Well I'm blowed. I didn't know that."
