The hem is just the selvedge folded up and sewn (so there are two layers of fabric at the hem). My earlier XKilts all had snap closures. The "thing" about buttons and snaps is that you have to mark where the snaps or buttons go while wearing the unfinished kilt. I found that if I mark the spot while the kilt is flat, I end up with some slack on the "under" apron because of the curvature of my belly. (The inside lane in a curve is shorter than the outside lane.) So, I'll install one button/snap first, put on the kilt, mark the top of the waistband where I want the other snap/button, then install the next snap/button.
As for marking and labeling with chalk, that's straight out of Alan H's XKilt instructions.
