Yes it is! (I'm originally from St. Louis) There's actually a place there called "Show-Me's,' which is modeled after a Hooters.

My Goodness. Good taste brooks no bounds. I'm surprised it isn't called "Show Em". That moniker probably finished in 2nd place in the corporate contest.

Frankly, I don't care for kittens; and, I think you're really understating the risk of skin cancer when you insist that there's nothing wrong with sunshine.

BTW, in San Antonio alone, there are 5 Lion & Rose British Pub & Restaurants that also feature a female waitstaff in mini-(kilt)-skirts.

I'd certainly check out a Tilted Kilt if there was one in my area. I do occasionally go to the local Hooters in South San Francisco. . .for the food. I really love the "Buffalo chicken" sandwich with the 9-1-1 hot sauce, paired with a Lagunitas IPA.
Whenever I do go there, I'm always kilted. (Because I'm not at work, or teaching my martial arts classes, so of COURSE I'm kilted!) And the lasses there tell me they love it.
Last time I was there was May 26. I'd just seen a movie in the same shopping center; scored a bunch of good books at Barnes & Noble in the same center; and after my meal went for a kilted sunset hike in the windy mists of San Bruno Mountain. Have been to the original Tilted Kilt which was a dive neighborhood bar in Las Vegas, Nevada with a dingy interior, a few travel posters of Scotland on the wall, and no one there but the bartender and I. Think they sold the name to the company that headquartered in the Phoenix metro area.
Was at the old Tilted Kilt in the Rio in Las Vegas before that location closed. Have visited another Tilted Kilt in Tempe or Chandler or someowhere down there. They were all different. The old Rio location was LOUD...just noise and bad food...snacks for people shooting pool. The newest one was more like a sports bar/restaurant with better food and ambiance.
Don't know that they're clones of each other. Seems to be some variety based on franchise ownership within the guidelines of the franchising corporation.
Did get my made in China leather jacket from the Las Vegas Rio location before it closed.

Great jacket! Hang onto that. It's got to be a collector's item.
Good-looking outfit. Love the "huge"-sett tartan. Excellent color blending, especially the red from top to bottom. It matches your hair, too!
Thanks for the TK history - can win some barroom bets with that.
